So I've just gone from RC4 to RC5 to the stable release to the 6/24 nightly trying to see if the torch/LED notification toggle was available in any of those, but it's grayed out for me in each release I've tried. Is it not implemented yet or is this just a problem with my phone?

This may sound bazar...have you tried different Launchers with this ROM to see if it works? So I've just gone from RC4 to RC5 to the stable release to the 6/24 nightly trying to see if the torch/LED notification toggle was available in any of those, but it's grayed out for me in each release I've tried. I have been using different launchers (started on Trebuchet, went to Nova, and now I'm using ActionLauncher) but as far as I can remember it was disabled on all of them. The option I'm referring to wouldn't be tied to launcher though, would it? In the "System" subheading in the settings app. I'll upload a screenshot for clarity shortly.
In Settings>System>Notification drawer>Widget buttons.

I meant for the "stable" version. I've been updating the nightlies using the updater. So far no issues with just wiping caches.
Some have Cleaned Slot 1...Created a New Slot...Flashed the Gapp than the New Update...
Myself, Wipe both Caches...Flashed the Updates...reboot...End of Story...No issues

So far I've had good experiences with the stable version, I'm quite happy now that I can use this as my every day ROM! Battery life is decent too, but amazing if you guys download Juice Defender (I recommend Ultimate). The Halo Glass theme also compliments it quite nicely
Been using JD Ultimate for years...I'm definitely an Advocate for this App...
