I would install RC4 after a full wipe. I did a clean install of RC4 and its the most stable I've been on so far. GPS locks immediately and battery life is great.

Using SafeStrap i switched back to the stock ROM, and I can't get a GPS fix there either. Is it even worth doing a wipe and trying to get back on clean RC4 or is it broken hardware?

I just went through a similar situation where I went through 3 Droid RAZR MAXX's in a weeks time; first one stopped seeing that it was on a dock other than to charge. Even the level 2 Verizon rep concluded as much after talking to him, and that was after volunteering my phone was rooted when he asked. I was sent a replacement without having to make an insurance claim. That replacement had the same symptoms you are describing; 0/0 satellites in GPS Status on the stock side. Being that I am an avid and active Ingress player, that just wasn't going to cut it for me. It was concluded that that replacement was defective and another device was sent to me, which is the one I am using currrently, and it appears to be problem free.
You might try using Matt's utility to wipe it back to stock (I did this with the replacement to no avail), and see if perhaps it addresses it for you. If not, I suspect you likely have defective hardware.

Wow that's such an annoying process. This razr maxx I have is actually a bionic replacement, wonder if VZ will send me another one. It's quite strange that GPS worked fine on Wednesday, then on Thursday it stopped for no reason (didn't do any upgrades or anything). Pretty annoying.
I need a new phone anyway...

Agree to the above from experience. I had the same issue with GPS not locking on safe and unsafe side. Did a full wipe with Matt's and GPS started working.

To those of you who have this ROM running as your daily driver... what exactly is your process when getting it all set up the first time? How often do you find that you have to reboot or fix permissions in order to get all connections (data, wifi, bluetooth) to work?
I ask because I have tried to run this ROM a few times, loved CM on my HTC Incredible, and really like what I get with it on my RAZR when it works. But then, after a day or two, something happens. Bluetooth and wifi toggle off when I'm at work, and then I get home and neither of them work, have to reboot, fix permissions again and now wifi works, but bluetooth still won't turn on. Reboot again and get bluetooth, but potentially have to rinse and repeat tomorrow.
I'd love to run CM, and hope that maybe it's something simple that I'm missing during my initial setup that can help me out. For what it's worth, I've tried various nightlies over the last month or so, and most recently used RC4, but pretty much always end up with the same result and go back to stock side.
(an additional frustration is the google play music on bluetooth does not send song info to my car radio, but I could get past this if the rest of it would work...still plays music, just no title, song, album info)

I decided to try one more fresh install last night, and it was the first time with CM 10.1 that my wifi, bluetooth, and data all worked on the first boot. Got everything set up and reboot a time or two and everything was still working, so I'm going to stick with it for now. I didn't do anything different on this install than I normally do, but previously I was having a hell of a time getting everything to work.

I had some serious issues with network connectivity, hang ups and mms on RC4. Flashed 6/5/2013 last night and all of my problems went away. Seams to be operating much smoother too.
