I'm having the same problem... hopefully I'm not missing anything... after initial bootup it hot reboots, and then I tried to do a manual reboot. I don't see an option to add any google accounts (i searched this thread without any luck).
Same thing for me. I flashed on slot 2. Tried the setup. After manual reboot still no go on Google apps and couldn't set up Google account. I was getting phone error, too. So I rebooted into SS... Wiped everything and went through reflash. Hot booted. Manually rebooted. No errors... But still could not get into any of the Google apps. So, I went back to slot 1... Cyclone 1.2. Half of my apps were uninstalled. Had to reinstall all... But good to go. Deleted 1.3 zip. Redownloaded it and moved it to the ext SD card. Went back into SS and wiped slot 2 and flashed the new DL. Did the first boot. Hot boot... Then manual reboot. Still no Google apps. So I again went back to slot 1 cyclone 1.2 and again about half the my apps were uninstalled. Bizarre. Anyways, had to reinstall the missing ones again. I'm sticking with 1.2 still this gets sorted out.

It works 100% for me. What i did was wiped my slot completely like 3 times. Then i installed Cyclone. I let the phone sit once i hit the system reboot in SS, WITHOUT touching it and let cyclone load and just let it sit for 5 minutes. Then i hit reboot. Then after it booted up i went ahead and rebooted again and it gave me the option to sign into google and havent had one problem since. I had problems before when i tried doing the setup the FIRST reboot. But figured out it needs rebooted like 5,000 times. Guess it lives up to the name "Cyclone" Byte. Hahaha. Under setup instructions tell them to reboot 3 times then start setup of cyclone. See if that helps.
You are correct. It does need three reboots

Whole new issue then. Deleted the ROM on my first slot and tried this one and it flashed ok. Tried a few different ROMs on slot two and no go. I haven't flashed anything prior to these past few days for about a month and it WAS working fine. Any ideas?

I remember there was one particular version that worked on ICS but I can't seem to replicate it here.......

I would try deleting slot two and creating it again. See if that helps.
On a somewhat related note, I've recently gotten in the habit of deleting the slot and starting fresh with every new ROM. I dont use titanium to back anything up either. It seems to he worth the extra setup time to start completely fresh every time versus restoring and hoping for no issues. :-).

This has been a common problem from day one of the JB OTA.For some reason my phone bouncing around between 3G and 4G. Must be a verizon thing since I'm not used to that.

I thought when I wiped system it would wipe me clean. What did I miss? I'm good to go though, that was easy.
