What would one have to do to change device orientation (thinks its upside down) and change volume button functions (+ is- and- is settings)

it depends, typically those are kernel implementations (especially the mapping of HW buttons), so CM or AOKP might have 180 orientation enabled by default- but then again bionic does not have fully functioning CM or AOKP base due to locked down kernel.

I mean Android in general. I got a hipstreet tablet with a momo tablet rom on it cause i bricked it. Could i use kitchen to mod rom and correct buttons and rotation

fyi you can now use xposed framework and modaco toolkit to accomplish this.
