I have been trying for a few hours. The download link just doesn't work. I can open the page, but the download link on the page doesn't download.

Use this link. It is a zip file containing 4 apk files. Download link. Use file manager to open/unzip if needed. Install all 4 apk's, as you would any other apk. (Launcher/circles widget/weather/time). Once installed, tap "home". Should get a choice of which launcher to use. I chose "home" (other choices were Apex or Nova...).
Once I chose launcher, I installed widgets as i normally would. Very easy. No need to mess with permissions, change system apps to .bak apps, or anything else....
Let me know if this works....

The Link in the OP works for me strange. The zip you posted doesn't have the CircleConfig.apk try this

what is the tab on the left side of the screen with 3 arrowI was able to use the Razr M Launcher and Circle widgets on the 98.72.8XT912 OTA. Just Extract the zip use Root Explorer to install as System Apps. I backed up the apps I replaced on my sdcard. I would recommend deleting the old homescreen.apk and homeConfig.apk from the System\app.
