Once unlocked always unlocked. If not unlocked and are on build 15, always locked it will remain. Unlocked users can always root via custom recovery. Locked users rely on exploits for which there aren't any for build 15.

Update: I was able to finally get my PC to talk to my phone. Using House of Moto, I was able to flash VZW_XT926_4.4.2-KDA20.62-10.1_CFC_1FF.xml.zip. Thanks SaumuriHL! Waiting for recharge, then onto rooting and bootloader unlock.

You won't beable to root that phone, you are on the version that has no exploit, and your locked. Go to the first post in this thread,. read and read again then follow the instructions. You may be able to get it running again. You will have to be happy with a stock locked phone if you haven't bricked it. Being locked if flashing the file per instructions you have listed doesn't fix it you have a paper weight.

It's possible a bad flash put it in this state. Need to be using the OEM USB cable, a USB 2 port, and definitely try the House of Moto.

Ok... like a few others I got to Writing script: C:\HouseOfMoto\MOTO\flashme.bat and the finish button popped up so I thought it was finished with the script. All I get is the dead android... it also didnt find the custom recovery at the start. Oh boy.
ETA: It did create the script... I think it was about 2K. ANd there was a recovery.img file, 10,xxxK... not the 8,xxxK for TWRP 2.8.x.x...
Also, look like its in a boot loop, dead android, Moto M, dead android, etc.
Going to try the 10 file instead of the 15...

Yeah, I used the VZW_XT907_4.4.2-KDA20.62-15.1_1FF.xml.zip file and it woulnt boot... then I tried the VZW_XT907_4.4.2-KDA20.62-10.1_1FF.xml.zip and Im IN!!

One bit at a time lol. It flashes by that "do you want to root" so fast I cant slide the slider.

If you are still locked you are going to have to unlock the phone before installing a custom recovery. Sam has a thread with unlocking and rooting instructions. I would root and unlock before you do anything else. Once unlocked you will beable to root no matter what version your on. It just opens up the phone to set things up how you want and gives you the choice not the carrier. Rooting is important but unlocking is the key to the whole thing.

I got TWRP installed and when I do Reboot > System, it flashes by the "Do you want to install root" so fast that I do not have time to swipe the bar. Im not sure if ALL root binaries are the same,or if I need one specific to my phone...

Unlocked rooting any version becomes a snap now. Download this from chainfire
This is the current standard for root. Install through recovery. It will update binaries when you first run it after installing if it is needed. Whats good about this is that updates are coming from the playstore like any other update

Awesome!! That worked!! Now I just need to install a ROM and gapps... Thank you for the assistance! I used to do more with my OG Droid, then I got the Droid 3 and these types of things slipped by the wayside. Trying to pick back up after so long had proven difficult, but guys like you and SamuriHL (and a bunch of others, DHacker29, etc) rock!!
