There's not a ton of how-to discussion on this forum, but XDA has a rather extensive forum dedicated to learning how to dev.

Yeah, the XDA forum has a ton of stuff like that. There are even links to free online workshops/classes for learning programming/etc.
There are also several guides on building a ROM from the ground up. If you look in the Development Discussion and How to Do on here, there is a guide on using GITHUB: .R. Long: Pixel 5
