If you have a 4 slot CPU, you need a script to tell it what the values should be for each slot.
Once you install init.d and the governors, you need to write a script in your favorite scripter. I use ROM Toolbox and run the following script:
echo 0 300 1025 > /proc/cpu_control/tweak_cpu
echo 1 600 1200 > /proc/cpu_control/tweak_cpu
echo 2 900 1350 > /proc/cpu_control/tweak_cpu
echo 4 1250 1405 > /proc/cpu_control/tweak_cpu

I have the script set to run at boot. In Icarus I then see my 4 speeds (300, 600, 900, 1250) when I pull down the min and max CPU speed lists. I personally use performance and deadline. I'm at my computer most of the time, have an extended battery, and don't care about battery life. If/when I do, I slow down the CPU max.
I'm no expert, I just like to tinker with stuff. Again I can only tell you what works for me and what I'm comfortable doing. My goal is not to push to the max but to keep the phone stable, usable, and fast.
Man, I feel a bit dense - I suppose i just have never written a script before, but for some reason, I copied what you wrote into a script on ROM Toolbox, and it still isn't changing anything. what does your script look like, exactly?

Thank you developers. Excellent work. I flashed the status bar and notification icon pack flawlessly too.
The open says CPU sleeper is included, but it isn't here. Is it baked into the ROM? should I reflash?
Now I'm going to do the 4 core CPU speed scripts suggested above. My bionic rocks.
Yes CPU sleeper is built into the rom and doesn't need a separate app. Glad your enjoying the rom!

I just replaced my entire media directory in /system the only thing that took is the boot animation. That worked great. I put the Razr i media folder on my phone inplace of the default one. I still see the old ringtones, notifcation, etc under the sound settings. They must be stored elsewhere in the file system.
UPDATE: Fixed.

ps: I figured out why my script wasn't working. I don't have 5 slots yet, so the highest slot's id is actually 3 rather than 4. So, when I changed the frequency of 3 it overclocked just fine.

2nd post in the OP! Flash T3T3droid Stock Toggles. you get battery with text percentage, normal signal, normal notification bar toggles. Some like the fancy ones baked into the rom, others like the more traditional ones. Flash the zip in safestrap recovery. easy peezy

So I wrote my first script for my 4 slot bionic. ran the script in rom toolbox and it took!
noob questions so please don't flame me:
1. to get the script to run at boot, I need to install the init.d script installer.zip - is this flashed in recovery?
2. what is the procedure to do this? the link you sent us to is way too dense for a noob.
3. do I have to run any other script - the link you sent references an extra_kernal_modules.zip
4. what about undervolting? does that help offset the speed bump with respect to battery use or does undervolting just prevent overheating?
Has anyone out there got a battery sipping yet overclocking 4 slot recommendation??? or do you overclock knowing that you are reducing battery life?

Again, I'm no expert but I'll answer what I can.
Within your recovery of choice, you must install the .zip. I use SafeStrap in my ROM slots and used Bootstrap on the unsafe side. The init.d must be installed first, then the "other" file in order to get the kernel modules to stick.
I cannot answer the questions about undervolting.
