no, it installs an older version which you would need to replace anyway, so I would just go get the version you need from Hashs site:

Not everyone might want to use Safe strap 3... Especially since it uses up internal storageno, it installs an older version which you would need to replace anyway, so I would just go get the version you need from Hashs site:

this utility isn't for the razr i.my new windows 8 pc cant recognize my RAZR i installed the drivers and its a no go! any ideas?

I'm on 6.16.215 and need to be on 6.16.211 to go to jelly bean, correct? Can i use matts utility to go back to .211 then to jelly bean or will i brick?

You won't brick. That's what you need to do. Run the utility. Put JB leak on your sd card and load in Moto recovery
