Wiped Cache and Dalvik and now with the new GPS file it just floats around not sure where I really am, does not stop moving.Say its accurate to 4 meters but thats not even close !!!
I followed the steps exactly too and right now, Navigation is almost unusable. I went on a trip today and the damn thing couldn't figure out where I was. It was bouncing all over the place and showed me blocks away from where I was driving. It was constantly re-routing because I wasn't go in the direction it thought I was. I don't know why some people are have great results but a few of us are seeing it be so flaky.

I fastbooted to 211, updated to 215, then loaded Arctic HD after wiping everything clean. I have to say, it's super smooth, no problems with GPS (though I have the Flick GPS config file on my SD card in case I run into any), battery seems comparable-we'll see, I didn't run any Quadrant scores because my 'quadrant score' is real life - and this is running great.
I'll have to go through the 20 pages of this thread that I haven't read yet to see if there's a way to modify the notification toggles, since I'd love for flashlight and airplane mode to be up there instead of sounds and sync.
Thanks Matt!

Permissions are all set correctly and I have tried AGPS redownload and it still has no clue where I am it say accurate to 10 meters it just doesnt say what or where 10 meters !!!
So I don't believe this is a rom specific issue since I have done a bunch of testing today. A lot of people have said that this started with ICS also. I tried DroidHD, ArcticHD and Flick and I had the same results on all of them. I then fastbooted back to .211. It seems fine on stock 211. I setup safestrap and then loaded DroidHD back on and still had the same issue. It did finally show my correct location after about 20 minutes.
I just fastbooted back to .211 again and again it locked right on to my address with only GPS turned on.
