I have a completely stock 4.0.4 ota razr maxx, thanks in advance for the help.

I am currently on stock ics 215 ota, never installed bootstrap (I'm assuming you have to actually install bootstrap yourself; as in it doesn't come with the phone by default) or safestrap or anything. I'm wanting to venture to custom roms (probably arctic).
Can I simply install safestrap in my phone's current condition? or will I need to wipe, revert to .211 stock? I am guessing that I should be able to do it in it's current state since 215 wasn't a full update, but I just want to make sure. Thanks!
Any recommendations for a good custom rom that is purely stock, debloated and I can have the circle 1% battery mod? Thanks again!

There's an app on play store called check root that will tell you if you're rooted.

Correct, except you must use only ONE recovery - Bootstrap or Safestrap. Safestrap is probably compatible with more ROMs right now.
You can find your OS version by going to System Settings - About Phone

NO bootstrap, All the CDMA roms require Safestrap and if you install both you will f*ck up your phone.
Safestrap is only needed if you plan on running a custom ROM, I would not install it if you don't plan to run a custom ROM
As for how to tell after doing .214 (which honestly I don't recommend, it slaughtered my battery life worse then the jump to ICS) you can go into your about phone and check the KERNEL BUILD DATE, I forget the months but .211 was on the 14th, .214 was on the 30th and .215 was on the 11th (IIRC)

This utility is only for CDMA (US) devices, not GSM.

After unzipping the utility and installing the drivers i went to open the utility and it doesnt give me any options. It says "findstr" is not recognized as internal or external command. Can anyone help?

In other words (my post above), you need to get the files folder into the PATH that you are using, or change the directory so it goes to the files folder. That, of course, is in addition to unzipping the zip file into a folder, and installing the moto drivers (they don't work if they aren't opened up and in the right place) first.

YOUR A GSM PHONE, DO NOT DO ANY .211 or .214 type stuff, THIS UTILITY IS FOR CDMA ONLY PHONES, I do not know if the same root process will work for GSM, I would not risk it, find one that specifically says its for GSM.
