It fails whether I'm on twrp, cwm, or cwm touch. 16 GB xt926. What could be the problem?

When I flash that as a recovery, it still is 2.6.3.0, not 2.6.3.1.

That is still 2.6.3.0, not 2.6.3.1. I still run into the same problems. Could cwm 6.0.4.4 install this?

This thread is almost a year old. There are debloated kitkat threads by nobe1976 that are up to date along with new twrp and cwm apps.  Look for those for the latest files.
