As far as the update trouble goes. I'm thinking I know why. And just as an FYI I hope to have time to get an update out this weekend!

Arctic is basically stock rom with some tweaks. Simplex is based on .211, but most of the Blur is removed and replaced with AOSP. Its basically like an AOSP rom, but everything worksI am currently on Arctic Ics. What are the basic differences with Simplexrom & Arctic?

Both Simplex & Arctic are basic roms. Debloated, 1% battery indicator, fast & no issues after installation(at least I didn't). Simplex does have the tethering built in. Not a lot of modding as of now. I am really not interested in the modding part of roms. I just want a rom that is clean, fast and dependable. Both of these are that. Try them both(making backups for both) & try each one a few days. I like them about the same. The link for the gapps brings up an error not found. Are they the same gapps from other builds too? I could just use that. I been looking forward to a 211 like this. Stock but tweaked little.

Ive been looking at the lockscreen music player... problem is I'm simply not suffering from the same issue! Im not doubting there is one... just makes it more difficult to sort out.
I hope to have an update ready possibly tomorrow. I will be including Gapps so you won't have to worry about which one works or not. I'm sticking with the AOSP lock screen but have gone to a quad. Unlock, messaging, phone, and camera to be exact.
For the issue of the lack of mute on the lockscreen that was brought up. Im not sire if its a bug or if google planned on the notifications being accessible via the lockscreen but they are. So this is a quick work around. Simply pull the shade and use the silence quick toggle. ;-)
