I had this same problem. All I did was extract the zip to my desktop. Re-download and try again?
Restart your computer. Then re-run. Fixed it for me. Also, I downloaded from a different mirror before I restarted.

Has anyone tried using titanium backup to restore apps and data yet? Thats the only thing thats keepin me from upgrading before the OTA comes out...

Also, as noted earlier, if you are coming from Gingerbread use option #1, and if ICS problems, use option #2.

Sorry for the noob question but do you do all of this from your phone or do you need to b connected to a computer? Any step by step instructions?
You must be connected to your computer, until you boot into "Recovery" and install the update (which should already be on your SD Card).

And in the 1.6 utility i did option 1 to fastboot back to .181 (i was already on that but the instruction said to do it anyway) and its been stuck on "writing 'preinstall'.........OKAY[ 7.862s]"
It jhasn't done anything for 5 or 10 min, any help? Getting nervous

Alright just checkin, cuz on other ICS roms like gummy or black widow they would fc on titanium backup

How does one dl the update to the sd card? Through a comp or just from the phone
Through your computer. Download it from page 1 of this thread. Once it is done connect your phone to the computer and copy and paste the file "Blur_Version.6.12.181.XT912.Verizon.en.US.zip" to your EXTERNAL storage (i.e. SD Card). Put it in the main directory.. Then begin the process.
By the way..make sure you have sufficient battery.
1. Turn off your phone
2. Boot it up by holding Vol -, Vol +, and Pwr at the same time.
3. Select AP Fastboot by scrolling down with Vol - and selecting it with Vol +
4. If your phone is not connected to your computer, connect it now
5. Run Matts Utility
6. If you are currently running Gingerbread (the stock software), select option #1. If you're on ICS, select option 2.
7. Follow directions
8. Disconnect your phone once it tells you to boot into Motorola Recovery
9. Hold down power button to turn off phone
10. Boot it up by holding Vol -, Vol +, and Pwr at the same time.
11. Select RECOVERY by scrolling down with Vol - and selecting it with Vol +
12. You'll see lil Android Guy. Hit Vol + and Vol -
13. Scroll down to Wipe Data/Factory Reset by using Vol - and selecting with Power buttons
14. Scroll down and say "Yes"
15. After it is done, select "Install from External storage"
16. Select the "Blur_Version.6.12.181.XT912.Verizon.en.US.zip" file
17. Jerk your gerkin
18. Select Reboot phone when it is done installing.
Hope this helps.
My phone was rooted .181. I first unrooted via [ ] then did this install. I don't know if it was necessary or not. Probably not, though, but I am type A.. I cannot speak if it will work for phones that are currently rooted.

Anyways, so let me get this straight, if I'm running .181 stock rooted, I would just bootstrap into recovery, delete /data and /system, and then flash it like a regular update?

They asked where my SD card was to which I told them I didn't have one, as I had the Galaxy Nexus before which didn't have an SD Card.
The agent I had was actually cool. He gave me a new Maxx, no other questions asked, and he had a copy of the ICS update on his computer so he updated my phone with ICS....! I thought that was very nice of him.
Sidebar....Still have the darn Network Data Dropping issues....Damn it...!
Thanks again to Matt for attempting to get my bricked phone recovered.....And thanks to everybody else in Chat who gave their input as well....
