Whoop Whoop! Finally, thanks for all the help. Lesson learned if you're gonna flash via /cache method... don't open rom manager or it won't flash. It will only reboot when you try. Well at least for me It wouldn't. Had no reason to open it anyways, just habit.

Help with rooting:
Use the unstuck utility 211 to flash the 6.14.85 (4.0.3) boot.img onto the phone via AP Fastboot mode.
Boot the phone with BP Tools mode (in the same menu as AP Fastboot is located)
Run the ICS root from the Droid Razr Utility 1.6. (note: it may appear 'stuck' during step 2 but ignore it and carry on)
Go back to AP Fastboot and run the unstuck utility 211 again but this time reflash the 6.16.211 boot.img
????
Profit

Hey matt. Quick question, in your utility, is is normal for it to get stuck for about 10 minutes in-between preinstall and webtop?

Its normal if you have low RAM available on your PC.

I'm having the same problem you had with the preinstall, how did you manage to fix it exactly?

So, the problem was the sdcard install? Glad you finally got it.

I have 2gb of ram and mine freezes. What I found out was once the utility freezes I just power off my phone and continue to flash the kernel then the rom. I have to reboot my laptop too. I have done this for the last 4 leaks and it works for me. Ymmv. I'm sure its not recommended but clearly enough files get written

Got a error message. Will attempt to type this all down.

It gets to verifying current system...
assert failed: apply_patch_check ("MTD:boot:8388608:8e21cfa5d9be4dd08427b079fbff9a80d6e04560:8388608:46b1d867743b54db403dc2cd67a124cbd2b2173

E:\Error in /tmp/sideload/package.zip
(Status 7)
Installation aborted.

Thinking bad download, any other inputs?

3e recovery. Wipe data. Hard reboot back to boot loader. Get back to 3e recovery. Flash again. If its not taking make sure you went to 181 and have the compatible kernel to what you are flashing via unstuck.
