Since we cant flash standard eu firmware because of CID. Dunno if we can backup cid using same procedure as in xt910/xt912.
Guess we wait.

Ok, now i have confirmation from Verizon that the phone is a global phone, and in order to function as one it needs to be unlocked if you bought it with contract. If you bought it without contrat from Verizon then the phone is ready to be used with any network.

I am from India and I am using DroidMAXX in GSM HSPA+ networks without any issue... I can confirm that, GSM is working out of the box on Droid MAXX in foreign countries. I have also heard that even T-Mob nano Sims are working (HSPA+) on Droid MAXX, but not sure...

And I am from India too and my Droid Maxx doe NOT work on GSM. I was able to get data working with a couple of SIM cards, but now, even that does not work.
Another member from India (on XDA) also has the same problem with one Droid Maxx and one Droid Ultra. But his other Droid Maxx is working fine.
So, at the moment it is not sure which of the following is true:
1. Employee edition phones don't work outside US - two of the phones not working above are employee/ special editions
2. Verizon has not updated the IMEI of these phones into some global list, hence Indian carriers cannot see/ validate and hence revert to "No service" after few minutes?
3. SIM cards are not compatible
4. Some region lock in enforced by Verizon
The Radio Comm method to unlock GSM radio with NV edit to 00 does not work since it is already 00. This method was for Razr HD (which by the way works fine for me).
I have tried multiple service providers/ carriers here and the SIM's are all perfectly fine. They work fine on other phones. There is no frequency issue as well, since there are others who are using the same phones with GSM in India.
So, what is the conclusion?

Update:
I flashed full FXZ suspecting modem configuration was corrupted.
After that, I did the four corner activation bypass method and followed the rest of the prompts as normal.
My phone is now working on GSM.

^^^
That simply means, you have flashed normal ROM over Special employee edition... But in future BigRed may block this method too...
So I think, importing of Special or employee edition phones should be avoided...

employee edition
???
Development edition maybe...
Me and family members use: Droid Maxx, Droid Maxx HD, Droid Razr Maxx, Droid Razr M...
All of them are from Verizon...
All of them work in GSM/HSPA+ network... "Network Mode" must be on "Global"
All of them worked out of the box... I just rooted and BL unlocked them..
In Eastern Europe - Georgia.
So,
Droid Ultra Maxx for GSM?
Works
And
Moto
Rocks!

Yes. Employee edition - there are no hardware changes - perhaps the firmware had something different (or corrupted).
There are external differences - mainly the buttons are silver and there is special printing at the back.
Since my last post, I have had no issues with the network.
I do notice that phone remains in 2G mode most of the time if 3G is quite weak - but that could be due to my provider as well.
