I made a personal ROM for myself and figured i'd share with everyone. Please do not report bugs, for i'm sharing this and might not continue on it, or maybe i will , who knows. If you did not read the big red letters above, this is for the 2013 Nexus 7!

~Installation~
1) Must be Unlocked

~Tips~
~ Beats Audio is off by default, go into the Beats app to enable it. So far it's getting along with the default audio drivers.
~ Xposed Installer and Theme Engine was designed by @Rovo89 over at XDA. Please visit his thread HERE to find out how to use it. You must install the latest modules to be able to make modifications to your framework. In that thread is links to many theme's others have ported from CM themes to work with Xposed. So yes, basically Xposed is similar to the T-Mobile theme engine, but limited in certain area's. You will have to test it out for yourself. I have personally tested out a few and they work pretty good.
~ After you installed sit it down for a minute, just let it settle , don't ask just do it.
