WARNING: I take no responsibility for anything that happens to your phone by following these directions. This worked for me, it may not work for you. This if for the I9505G Google Play Edition *ONLY*. Other S4 variants will brick trying this.
Second WARNING: Your failure to read is a failure to get support. This is a potentially dangerous thing to do to your phone. READ, READ AGAIN, and READ ONE MORE TIME before doing anything. If you don't understand something, just ask.
Ok, first, IF you need to fix stock recovery, go to this thread: (You need to do this if you have twrp or cwm installed)

You can use that file and those instructions and only flash recovery. That should work. I have not tried heimdall myself, but, it seems to work if you follow the directions. Make sure you are careful. And you don't need to flash boot or system. Just recovery.
If you want a more....adventurous (read DANGEROUS) method, you can extract the mmcblk0p22_recovery.img from the zip file in that thread, put it on your INTERNAL sdcard, open a terminal, and type this:
HUGE WARNING!!!!! MUST READ!!!! If you don't extract the mmcblk0p22_recovery.img file from the zip file and instead try to flash the zip file, you WILL BRICK YOUR PHONE. You MUST ONLY flash the mmcblk0p22_recovery.img file!!!!
NOTE: You must be rooted to use the dd method!
Now, if you already have stock recovery or have successfully restored stock recovery using one of the methods above, you can now flash the 4.3 update:

Notice that Samsung nicely put the sha1 hash into the filename (brilliant!) for us. That's a hint that you should check the sha1 hash once you download it to make sure it matches. Use Hashtab on Windows if you need a quick way to check the hash.
o) Put that file on your external sdcard.
o) Boot into stock recovery. (Power off. Hold volume up, home, and power until it vibrates then let go.)
o) Select apply update from external storage
o) Pick the file you put on the external sdcard
o) Once it's done, select the wipe cache (DO NOT pick wipe data unless you want a clean start. WARNING picking wipe data is a factory reset and you will lose ALL your apps and data. JUST pick wipe cache unless you want a factory reset)
o) Reboot and you should be on 4.3 once the android upgrade script finishes
You will lose root during this process. You can try using Voodoo OTA Rootkeeper if you want to preserve root. Otherwise you can flash a custom recovery (TWRP or CWM) and flash chain fire's su zip package in recovery. Make sure you get the latest version of chain fire's su zip as it's been updated to work with 4.3.

I can't stress enough that using dd to flash recovery is potentially dangerous. If you flash the wrong thing or get the instructions off, you will brick. It's a very unsafe thing to do as you're literally replacing the bits on the partition with the file you give it. So please please please be careful if you use that method.

I've pulled my stock recovery for 4.3 but it doesn't match another person's posted on XDA. Once I get that straightened out I'll post it so that those who wanna TWRP it up (um, myself) will have a stock recovery img to go back to for the next update.
