message when i enter my sim from an old phone that is from another provider. I do not see any networks available to join my cellular service. Where can i list the available cellular networks and select one?

Sounds like the phone doesn't support the network you are trying to use or are using a deactivated sim. What device? What sim? So I can move this thread into the right location
